Mainland or free zone — which should I choose for a restaurant in Dubai?
It is your decision, and it should be made before a lease is signed, not after. Mainland licensing runs through the Department of Economy and Tourism; a free zone runs through that zone’s own authority, with its own rules on where you can trade and what the premises must be. GGB lays the two out against your concept — where the customers are, what the premises allows, how the licensed activities line up — so the trade-offs are written down before you commit. The licence itself is decided by the authority you apply to.
Which documents do I have to prepare?
Each authority publishes its own list, and the lists change, so GGB checks the current requirements at the time of filing rather than working from last year’s. In practice the applicant prepares entity documents, premises documents, the establishment layout the Municipality assesses, and the attestations and approvals each channel asks for. GGB assembles and checks one set so the same document is not requested three times by three channels.
Does GGB obtain the licence?
No — no consultant does, whatever the brochure says. Every licence, permit and approval decision sits with the authority concerned.
