Two different registrations get asked about in one breath. The establishment side is Dubai Municipality’s Food Safety Department: the permit related to food activities, the layout assessment for food-establishment licensing, registration on the Food Safety and Nutrition Information Management Platform (Foodwatch), and a certified Person in Charge on site. The product side is a different service — registering and assessing a food item, product by product, through the Municipality’s import and re-export system. GGB prepares the owner’s side of both, coordinates the submissions with your Person in Charge, and says plainly what it does not do: it does not issue permits, it is not your Person in Charge, and it does not certify anyone.

The establishment registrations and the product registrations answer different questions to different parts of the Municipality, and treating them as one form is how an opening slips. A kitchen registered on the platform with no certified Person in Charge employed; a menu launched on imported ingredients nobody registered as items; a label assessment requested for a product that belongs in a different channel; a layout assessed after the tiling was done. None of it is difficult — all of it is sequence and ownership.

The Food Code requires every food establishment to employ at least one full-time, on-site Person in Charge certified in food safety, with the certificate valid for five years. GGB maps who that is, when the certificate is needed in the programme, and what the platform will ask of them — the certificate itself is earned by your person, from the bodies the Municipality recognises.
Where you import or re-export food, the Municipality’s Apply to Register and Assess a Food Item service — Food Item Registration and Food Label Assessment through the import and re-export system — prepared item by item, because the Food Code requires each food item to be registered individually.
One checklist per registration, built from the authority’s current requirements at the time of filing — entity, premises, layout, Person in Charge, and for products the label, composition and origin documents each assessment asks for.
Submissions made through the Municipality’s channels under your establishment’s account, with your Person in Charge as the named responsible person — GGB prepares and coordinates, never signs in their place.

What the establishment must hold — permit, layout assessment, platform registration, Person in Charge — is listed apart from what each product must hold, so the right request goes to the right service.
The establishment side cannot stand without a certified Person in Charge on site; who that is and when the certificate lands is fixed before any platform step is scheduled.
The Food Code requires the layout to be submitted for approval before construction; the layout assessment therefore precedes the permit request and the fit-out.
Each imported or re-exported food item is prepared for registration on its own, with its label assessed as the service requires — a product list is not a submission.
